Jane English, chairwoman of the Arkansas Employer Support of the Guard and Reserve, presented the group's Patriot Award to U.S. Rep. Bruce Westerman, R-District 4, Thursday as Capt. David Witte, right, a member of Westerman's staff and a chaplain in the Arkansas Army National Guard, observed. Witte recommended Westerman for the award.
